Prepared for the US Senate Committee on Homeland Security and Government Affairs, the Shared Services Leadership Coalition (SSLC) published its issue paper on the federal workforce. The paper calls for meaningful reform of the federal HR ecosystem, including enabling OPM to focus on its core role of setting government-wide workforce policy, standards, and oversight, while leveraging shared services and commercial technology to improve HR delivery across agencies.
SSLC Board Member and ApplyGov VP of Government Relations, Melissa Wojciak, also testified at the August 5 Roundtable for 2026 Bipartisan Government Reform, highlighting critical aspects, such as the declining trust in government, OPMβs continued conflict of interest, and outdated HR practices.
