MonsterGov Opens Survey for In-System, Agencywide Certificate-Sharing

MonsterGov hosted a webinar last month with its federal agency clients and users of theΒ Monster Hiring Management Enterprise federal talent acquisition system (TAS)Β to present near-term plans to buildout a certificate-sharing module within MHME. During the webinar, we shared our vision for the module, varying processes and activities to support the certificate-sharing, system configurations and user roles, screenshots of potential system views, and more.

As a follow-up, MonsterGov issued a survey to gather more feedback from its federal agencies and is expanding this survey to all federal agencies. Β 

As a reminder, MonsterGov’s MHME TAS has always supported federal agencies who want to share their certificate of eligibles per the Competitive Service Act (CSA). Currently, the process allows agencies to issue certificates to other federal agencies using theΒ Selecting Official module, or by downloading and sending the information for review.Β You can view the MHME guide here.

What is the plan for MHME’s expansion on certificate-sharing?

Despite enormous effort by OPM to develop and support cross-agency, certificate-sharing, MonsterGov learned federal agenciesΒ continue to find challenges with the rigorous requirements, and so,Β adoption of this flexibility has been low.Β Many of the concerns are due to the burdens of educating and training on the extensive process, ensuring the requirements of sending and receiving certificates are met, and establishing and growing the trust demanded between agencies. Since this effort started, MonsterGov has been reaching out to OPM to learn about this USAJOBS integration, the strategy/plan, and downstream impacts to see how we could better empower agencies; though we finally received the requested API documentation, much still remains unclear. For these reasons, MonsterGov will not be prioritizing an MHME integration with USAJOBS Talent Pools at this time. Fortunately, agencies are leveraging OPM’s managed cross-governmental hiring actions as they consolidate a lot of the administrative burdens within OPM, and they find the program easier and more valuable.

Given the uncertainty of OPM, their strategy or priorities, MonsterGov is focused on what our client agencies truly want: sharing certificates agencywide.

Sharing certificates agencywide was quite popular at our MHME User Group, and since then, the interest has really grown. Understanding agencies want to avoid entire new technology systems, we know MonsterGov can provide a seamless, flexible, integrated solution within MHME, so HR users, Hiring Managers, or even Shared Cert Coordinators, don’t need to jump between their TAS and USAJOBS, or others.
