How ApplyGov’s FedHire TAS Can Support Agencies
OPM’s competency-based qualification standards are changing how agencies evaluate whether applicants qualify for federal positions. Building from the Federal Workforce Competency Initiative and the Merit Hiring Plan, OPM is building competency models for all federal job series to provide a better foundation to implement skill-based hiring. The Information Technology Management Series, 2210, is the first job series to leverage the competency-based approach for minimum qualifications.
ApplyGov’s flexible and configurable talent acquisition system, FedHire, already provides agencies the tools needed to implement competency-based qualification standards and implement compensatory and non-compensatory assessments, SME-scored assessments, and minimum proficiency scores for single- or multi-grade vacancies, including supervisory positions.

Job Analysis – Agencies can build a JA to confirm job requirements (still a required step), which can include general or technical competencies in addition to the OPM standards, and ensure alignment with the assessment strategy for the vacancy.
Administration – Agencies can configure assessment phases, phase groups, and/or multi-phases with minimum eligible scores that can be incorporated into the vacancy announcement based on your assessment approach.
Vacancy Builder – Agencies can create and leverage templated language to disclose assessment approach to job seekers, add assessment phases, and provide vacancy-specific instructions for panelists when using SME-scored assessments.
Collaborate – Panelists can review and evaluate applicant information in SME-scored assessments, like structured resume reviews, and submit scores to HR.
Reporting & Analytics - Good news: there are no new reporting requirements for agencies. Phase information captured to support this new approach will continue to inform OPM's Hiring Assessment Selection Dashboard on overall assessment usage.
